R. Jeffrey Lowe is a partner in Kightlinger & Gray, LLP, in New Albany, Indiana and Louisville, Kentucky. He regularly defends governmental entities and their employees throughout Southern Indiana and Kentucky.  His practice focuses on defense of governmental entities and their employees on issues ranging from constitutional torts to zoning matters to employment issues, as well as state law claims made against his governmental clients. He regularly presents to local law enforcement officials regarding constitutional liability issues surrounding their actions.  He also regularly presents to local governmental officials on the constitutional implications of their decisions.

Jeff recently finished a term as a member of DRI’s Board of Directors, has served as the Chair of DRI’s Civil Rights and Governmental Tort Liability Section and has presented at multiple DRI Governmental Liability meetings.  Jeff is a member of the Federation of Defense and Corporate Counsel and the International Association of Defense Counsel. He also serves as a member of the Board of Directors of the Kentucky Defense Counsel (KDC) and Defense Trial Counsel of Indiana (DTCI).  Jeff served as a member of the DTCI contingent of the joint Indiana Trial Lawyers Association/Defense Trial Counsel of Indiana Commission on the Resumption of Jury Trials in Indiana.  Jeff is rated “AV” Preeminent by Martindale Hubbell.

Our experience speaks for itself—in the last ten years, we have prepared and successfully defended hundreds of Equal Employment Opportunity Commission (EEOC) and state agency charges; represented dozens of clients in state and federal employment lawsuits successfully obtaining dismissals through settlements, dispositive motions and trials.

Since 1946, when Erle A. Kightlinger and Mark W.
